Williams Receives First IASIU VA Chapter
Distinguished Service Award

 
RICHMOND, Va. – The Virginia Chapter of the International Association of Special Investigation Units (VA IASIU) awarded its first Robert J. Covington Distinguished Service Award to Capt. Frank A. Williams, commander of the Insurance Fraud Division (IFD) of the Virginia State Police and assistant director of the Bureau of Criminal Investigations.

The service award, given in recognition of outstanding leadership and commitment in the fight against insurance fraud, was presented to Williams during the VA IASIU annual fraud seminar held at the Holiday Inn Koger Center in Richmond, May 12.

"Under Capt. Williams’ leadership, the IFD and Virginia have made significant inroads in the fight against insurance fraud," said Wade Wickre, VA IASIU president. ?Capt. Williams exemplifies the ideals of the IASIU and fighting insurance fraud.?

Williams has been at the helm of the IFD since it was established by the General Assembly January 1, 1999. In five years, the Division’s efforts have resulted in more than $10 million in court-ordered restitution and 475 insurance fraud and related arrests. Williams was responsible for implementing the ?Stamp out Fraud? awareness program, toll-free hotline and the www.stampoutfrand.com Web site. The "Sharp Eye" reward program for reporting insurance fraud was launched in 2003.

Williams came to the IFD from the Criminal Intelligence Division, where he served as Commander from 1996-1998. For about 10 years prior to that, he was the Chief Arson Investigator and senior explosives technician with the General Investigations Division of the Virginia State Police. Williams holds a master’s degree in public administration and a bachelor’s degree in administration of justice, both from VCU.

"The decision was unanimous that the first recipient of this award should be Capt. Williams," explained Rocky Womble, chairman of the VA IASIU awards committee and an investigator with Virginia Mutual Insurance.

The award was named for Robert J. Covington, an associate vice president for Virginia Mutual Insurance, in honor of his service and work with the VA IASIU. He was instrumental in the formation of the VA IASIU and remained active in the organization until his death in 1998.
The VA IASIU is a non-profit organization dedicated to promoting a coordinated effort within the industry to combat insurance fraud; providing education and training for insurance investigators; developing greater awareness of the insurance fraud problem; encouraging high professional standards of conduct among insurance investigators; and supporting legislation that acts as a deterrent to the crime of insurance fraud.
